HRM Help! I need advice!

So my Timex HRM is getting old (I've had it since 2010) and it is starting to mess up. The most obvious issue is that it won't start picking up my HR until about 5-10 minutes into my workout...I have replaced the battery in the watch and also in the chest strap but it still delays...then the first reading is usually VERY low, like 40-something when I am running? After that it will work just fine but it is pretty annoying to start out.
Does anyone have any advice on fixing it?
My second question is on getting a new one. Christmas is coming which means more money for me so I was wondering which HRM you all like best.I think I've heard the most reviews on a Polar but they can be pretty pricey.

I don't really use mine anymore but I loved my polar ft60 when I did use it0
