Butt and Thighs seem to be bigger

Okay so I was eating about 400-600 calories for a while and working out on top of that. so i was getting a net of about 200. So i was not getting enough food. Then one week I decided to eat my old ways and gained a ton of weight. then i went back to eating nothing then back to eating the old ways so i was messing with my body. I went from 135 to 120 then back up to 145. Crazy. I know its cause i was starving myself so my body was not use to it. But now i really need to get the weight off. It seems mostly in my thighs and butt, and maybe a little of a lower stomach pooch. What should I do to lose the weight and what exercises has anyone done that has made there legs and butt smaller but still toned?
I am 18, female, 5 foot 8.
