I am 27 I am 5"9 up to 250 down to 235 up and down over the years. Belly is the only issue, I can pull my skin back and see stretch marks! If I get down to 195 with smart dieting and exercise am I still capable of working on abs someday and not have the loose skin.. Did I cross that elastic thresh hold?

It doesn't matter! You'll be in the best shape of your life, and will never regret it!
But your question: I don't think there is an actual "threshold". You might have some loose skin depending on how much of your mass right now is muscle and skin elasticity, but the fat cells will shrink to a certain extent.

Don't let the thought or fear of loose skin stop you from getting healthy. I did so for years and wish I hadn't. The important thing is that you focus on changes being for your overall well being and develop a healthy lifestyle. You are still young enough that your skin will most likely bounce back.0
