    Well...

    1. Any specific features/options you want out of it?
    2. Space requirements?
    3. How much are you willing to pay?

It's like a Smith machine however it also moves horizontally and not just vertically. So the plane of motion isn't fixed.

    Well...

    1. Any specific features/options you want out of it? (nope, just a good, sturdy rack)
    2. Space requirements? (putting it my garage)
    3. How much are you willing to pay? (about a grand)

    See above.

What do you want to do with it?
Do you need a full cage?
    How tall are your ceilings?
How much do you plan on lifting?

From all the research I've done, there aren't many "bad" ones out there. Steel is steel and they'll all support reasonable amounts of weight. A high level competitive power lifter might need something studier, but most of us are fine with just about whatever.

I ended up getting a body solid cage. It was fairly cheap and I got it from a good local shop that I was happy to support. It's not as nice as they cybed cages at my gym, but it's also 1/5 of the price.

If I had the room, there's no doubt I'd go with a rack from Rogue Fitness. I order a lot from them and they're an excellent company.

Here's one example; the have other racks for less:

What do you want to do with it? (Squat, bench, OHP, etc)
Do you need a full cage? (I'm not sure. I've heard half cages are not as steady. But I am unschooled in the full cage vs. half so any advice on this is also welcome)
How tall are your ceilings? (about 8 feet I believe)
How much do you plan on lifting? (3-4 times a week)

    See above. Thanks.

    Here's a few recommendations...

    Around $500-$600
Powertec WB-PR11 or Body Solid GPR378
Both of these racks are solid and have good reputations. Both have optional lat attachments. Either would last a lifetime and should be short enough to fit under your ceiling. Overhead press might be an issue doing it inside the rack.

    Around $1,000
Rogue R3 or Sorinex Dark Horse
The Rogue rack needs to be bolted down, but it's a great rack and very versatile. There are a ton of options to expand this rack as your needs change. The R3 has a small footprint so nice in tighter space.
The Sorinex Dark Horse is very impressive. It has attached plate storage on the back which can be nice (if you have space). The Dark Horse is a bit more expensive but they may have a black friday deal. Both of these racks are taller but can be cut down to a size that fits in your room if necessary.

Those are the top 4 I would look at. Generally, though, it's recommended to check your local Craigslist often. Deals come up on quality racks if you're willing to watch and wait.
