Not losing inches

I've been losing about 2 lbs per week for about 4 months now. I have 40 -50 lbs more to go. I only starting tracking my inches the last month though, and don't seem to have lost any inches? I do cardio most every day, and recently have tried a running program, which is mostly walking at this point. I haven't done much or little of strength training as of yet. Should I be doing this more? I was under the impression that cardio was more important now, and to add in strength training later. Am I wrong on this? Thank you for your input.

    Strength and cardio are equally important. For the longest time I did just cardio and now I'm confused as to why I thought that was the way to go.

    I do cardio because I am into endurance types of events, running races, cycling, things of that nature.

    I lift (heavy) because I want to keep from having the flappy, saggy extra skin. And also because muscles are sexy!

    In all honesty the strength training I have been doing has allowed me to make major strides in my endurance training. They compliment each other nicely.

    ETA: The weight loss comes from a deficit regardless of what exercises you do.
