Getting fat on a bulk normal?

Been on a bulk for about 4 weeks now. I consume a total of 3,070 calories (including 500 extra surplus) a day and have noticed a very apparent change in my lower belly - its getting rather podgy. Only here have I noticed the fat, is this normal? Is my intake is too much? What is the best way to lose this fat once I am done bulking whilst maintaining mass?

Well, you're below average size for a male, you indicate you're inexperienced as a lifter, and you started off without abs. It's possible your burns are low and you're building a lot of fat eating over 3k.
That said, it is normal to add some fat on a bulk.
Edit: To lose and keep muscle: maintain solid protein, maintain lifting, and eat at an overall deficit.0
