Boot Frustration- Ladies

I have been looking for boots forever and I cannot find any that will accommodate my 18 in calves. It is honestly so frustrating. I am not looking to spend over $60 for a pair of boots because I cannot afford it. I initially was looking for a cute pair of combat boots to bring a little edginess to my outfits as well as for fall to wear with leg warmers/ thicker socks but it seems to be impossible to find any that will fit. I've been shopping online and all of them are saying between 14 or 16 inches. I would also to love to own a pair of riding boots but that seems even more impossible. Has anyone else experienced this problem or do I just have the world's largest calves?!?!

    I just bought some at Chinese Laundry. Look a bit combat boot ish... but they lace up...so you can loosen them! I paid something like $62 for them.
