is the carb count here with or without the fiber subracted?

For US foods, the carbs include the fiber unless a user has entered the data and indicates something like "net carbs" or "Atkins". From what I understand, nutritional labels in some other countries DO subtract the fiber from the carb count, so be aware.0

Close, the UK and EU measure carbohydrates and measure fibre and report them separately.
The US convention, largely reflected in the MFP database, is to calculate carbohydrates by difference, and measure fiber then declare it as part of carbohydrates.
