Goal heart rate during running?

Hey all!
Jumped on the treadmill today to make up for a bit of excess in the food category, and did a 20 minute jog at 4.0 mph. My heart rate monitor said my heart rate got up to 169 bmp for most of the run. That is outside the range listed on my HRM. I was wondering what a good steady jogging heart rate should be, and what bmp other people have?
A little background:
I'm planning to do 20-30 minutes of kettlebells every other day, and running/walking on the treadmill or outside the other days. I'm training for a fitness test called a work capacity test for wildland firefighters. I need to be able to WALK 3 miles in under 45 minutes with a 45 pound pack. Going to take the test in mid January. I'm rotating jogging/ running sprints with walking and increasing my speed and mileage. When I can do the walk without weight, I'll start adding in weight 5-10 pounds at a time. Hopefully I lose some weight and gain lots of muscle during all of this too! I get bored really easily, so I'll probably switch it up here and there with other videos or exercises now and again.

Your HR should improve as your fitness level improves. I walk 4 MPH and my HR is usually around 115. When I run, I run around 6 MPH and my HR is around 140.
Make sure for sure for sure that you ultimately start working under a ruck and weight. Operating under a weighted ruck takes practice and a 45 Lb ruck is nothing to sneeze at. If anything you'll have to grow accustomed to the rubbing and chaffing....then there's the actual weight to consider.
I train under a ruck regularly and it's a phenomenal workout...but definitely something that needs to be practiced regularly.0
