I literally can't do sit ups.

Or curl-ups. Or whatever ab workout that has to do with lifting my whole upper body. Except crunches (if that counts). But the point of this topic is that I guess I can't do sit ups because my core is too weak? Is that the cause? Because I seriously can't lift my upper body. And I want to! Especially because in school, in PE, we have this fitness test where we have to do 1 minute curl-ups and I always get a 0.

Well- mostly sit ups are useless- but I can understand the frustration of just simply not being able to do something (I myself am working on a fitness goal that is largely impractical and serves no true function- but I want to do them plain and simple)
try starting at the top and going down- go down as far as you can- hold it for two breaths then come back up.
Do like 10 reps- 15 reps every other day or so. and then instead of increasing the reps- push for getting lower and then coming back up.
I would start taking yoga-
incorporate other ab/stretching/flexibility work.
If you are larger/have a great deal of weight to lose that's going to make a difference too- it's REALLY hard to physically sit straight up if you have a bunch of extra mass in your mid section.
