If I use the elliptical on a high resistance setting (say 7 or 8), does that count as strength training for my legs also? I did 40 min. and my legs are feeling it!

It will definitely strengthen your legs, but when you do endurance-type workouts, it's considered a "cardio" workout because your body gets better at doing that exercise for longer. You will also be able to increase your resistance as you do it (which is the strength part), but 'strength training' is normally associated with lifting weights and doing reps. Mainly because people don't try to do as many reps as possible, instead, they try to do the heaviest weight they can 6-10 times.
If your legs are tight, then you worked pretty hard . Good work!
