General weight loss question

My main thing I wanna work on is my chest fat ("Man Boobs"). So after loosing weight, what is the best way to tighten up the chest area? I can't afford a gym, I stick with my dumbbells (32 lbs) an cardio (Bike riding an walking)

Push ups? With heavy things on your back... feet on floor or on a chair.

Chest fly's and push ups. If you want added core work do push ups on an upside down bosu ball

    Before/during.

Muscle tissue is completely separate from fat tissue. Lose fat, strengthen/gain muscle... totally separate. You are not going to gain much (if anything) in the way of chest size doing the above mentioned exercises while eating at a caloric deficit. Once the fat burns off the outside of the muscle, though, your chest will be that much better off. Plus if you start now you have the added benefit of lifting heavier weight than you will once you're lighter.

You can't spot reduce fat, you have to lose overall fat. That being said having larger pecs will show at a higher body fat percentage than they would if they were smaller.
