Treadmill incline

I have seen several people on Treadmills at the gym doing a 12-15 incline. They hold on to the handles and walk at a steady pace---not really fast, but not leisurely slow. When I walk/run on a treadmill I am on a pace of 4.1-5mph and I vary the incline from 0-3. (I run at 0 and I walk at all the other inclines). What kind of work out does a person get from walking at a high incline? They don't swing their arms so I feel it isn't really a cardio workout. Does it tone the legs/butt area?

    It's really good for you but less so if you're gripping the handles, especially if you're also leaning back. Try it, you'll probably feel it in your glutes and hamstrings. If you hate running or can't do impact, it's a good way to literally ramp up the intensity. It can be cardio if it gets your HR up. They actually do 'max HR' tests by raising the incline, often.

    Walking on an incline will help develop your leg muscles and glutes. I feel I get just as good of an aerobic workout on my treadmill walking on an incline vs running without the added stress of running (I have asthma).
