I notice my usually pale arms at times get red as if they look like they have seen the sun. When i press on it you can see it go white and then back to red. Is this poor circulation? Due to the cold weather? or just normal?

definitely not that. It's like just a red color (like blood circulation) and when i press on it goes white lol.

Is it related to weather? like being cold or hot etc/

It means you have increased blood flow to that area, and probably localized to the skin tissues. Decreased would make your skin paler. No idea what is causing it except that it sounds suspiciously like a sun burn.
