When are you coming to the UK?
Snow only really happens between November and February, and even then there's no guarantee of it. If it does snow, it likely won't settle on the ground and will simply melt leading to wet pavements (which can then become slippy) but not snowy pavements. This is especially true in urban areas and popular pavements that are used a lot - snow won't be a problem.
I also wouldn't say it's extremely cold. Sometimes the daytime temperature drops to -2 or -3 Celsius, but again this isn't guaranteed. It's more likely to be just above freezing and windy/rainy than extremely cold. Again, in the urban city areas temperatures tend to be (slightly) warmer than the more exposed rural areas. I'd say a long sleeved top, a t shirt layered over, long running tights, a pair of gloves and a woolly hat and you'll be set for the cold.
As for where to jog - I can't help there not having been to Bishop Hatfield. However, you can use websites such as mapmyrun which will have a list of other's running routes in the same area you'll be staying. Or you can look on google maps to see if there are any parks nearby, or plan your own routes. Personally, when running in a new place I just lace up my shoes and head out the door - I find running is a great way to explore a new area.0 -

I agree. Unless you are hitting Scotland you are unlikely to see much snow. Infact December has been very mild. You are more likely to need something wind and waterproof and look at layers.0 -
