Daily intake goals - numbers

I'm a runner, currently burning between 4500 and 7500 cal per week.
I eat a fairly healthy diet, being very careful with junkfood, no softdrinks and lo-fat meals
I've started on myfitnesspal because I want to lose a little more weight.
I manage to stay under my daily intake goals on most scales.
But I seem to be regularly going over my limit on sugar.
How are the daily intake goal numbers set? On what basis?
I'm happy to adjust my diet to fit within these limits, but want to know that they have been properly set.

Ignore the sugar unless you gave diabetes, and ensure you're getting enough fat, from good sources like nuts & avocado.0
