I've been working out consistently for nearly 11 months so I'll count myself as one of the 20%.
My fitness routine is very structured. I have specific workouts I do six days a week, with one rest day. As far as consistency, I just do it, with the only acceptable excuses being illness or injury. I can't skip a workout thinking I'll make it up the next day because the next day I already have something else scheduled. Some of my workouts are more fun than others, but even when I'm not in the mood I do it because I know how much happier I will be once I start. I discovered I can shake off even the worst mood somewhere in the 3rd mile of a run.0
