Gain Muscle "Bulk" or Cut? Feeling lost.

I wasn't sure exactly where to post this but hopefully someone can help. Exactly a year ago I lost 40lbs doing INSANITY: The Asylum and keeping a low calorie diet. I got super shredded and even gained insane abs!! Really cool stuff, however I lost a whole lot of muscle... I probably didn't have any beforehand BUT ANYWAYS... I really liked the way I looked but overtime I got too skinny and at times had to wear kid's clothes :\ Building some muscle would be nice.

So I started going to the gym while still keeping it low calorie (I've been dieting all year because I'm afraid to gain fat) and built some muscle, especially around my shoulders. I think the creatine helped. I stopped because I was spending well over two hours in there and wasn't even confident in my exercises. I also tried P90X but again stopped because I wasn't feeling like I was truly working out. INSANITY gave me that hardcore blood pumping rush that had me sweating like crazy. P90X nor the gym was making me work that hard.

Over the holiday month I gained some body fat and would like to get rid of it by doing another round of INSANITY: The Asylum with a 1,500 calorie diet (I count macros). BTW, is this too low!?!? I'm male, 21yrs, 140lbs at a height of 5' 6.5". I would really like to get bigger arms and probably a more defined chest. The thing is I really do not want to bulk up and have to consumer 3,000+ calories. I really like the way I look, simply slightly bigger arms and a squared chest would be great. I am not looking for a bodybuilding physique, something more along the lines of fit and athletic.

I'm kind of lost at this point. I am 110% committed to fitness that I feel I could have had my ideal body months ago if I knew what to do. If anyone could give me some advice, that would be greatly GREATLY appreciated.
