Confused about where to measure Waist in Men.

I've searched both the internet and threads here. Interested in measuring waist for health issues. (pre diabetes )
Some sources say at narrowist point. Some say at belly button. Some say other places. My biggest circumference is below my belly button.
So, what is correct?

In measuring the most important part is to be consistent in where you measure. ACSM's guidelines call for the narrowest part of the waist for the true waist measurement. I prefer to measure both myself, so I can see more changes. I label it waist for the most narrow part and then abs for around the belly button.0

The standard used during my physical assessments is: bend at waist to left, and take fingers to top of right hipbone; stand up straight, and wrap measure evenly around. Or "tester will locate the measurement landmark immediately above the right uppermost hip bone (superior border of the iliac crest) at the side of the body vertically in line with the right armpit (midaxillary line). If desired, may assist the tester in locating the measurement landmark by resting the right hand on the hip, using rearward facing right thumb to locate the iliac crest." So, from the top of the hipbone.0
