Beginning arm machines?

I want to start exercising my arms but am not sure what to do!
Mainly my target is the under part of my biceps that are in desperate need of some fat shedding.
What machines/exercises do you recommend for this and how many reps, how many days a week in combinaion with cardio? What weight?
