starvation mode?

i am SO overwhelmed by all the mixed information about the supposed 'starvation mode.' it seems like nowadays people just throw the phrase around without really knowing what it means. i am still at a loss for understanding exactly what it is, also.
i always thought the basic formula for weight loss was burning off more than you consume. So if i am eating a moderately reasonable 1400 calories and burning about 1300 a day just sitting around, and then burning another 500 off from exercise, isn't that what 'burning more than you consume' means?
help me understand!!!

your body needs a special amount of calories to function, if you go below that for too long it will adapt and burn less calories.
