Walking calorie burns

I am mostly walking for my exercise at the moment. I usually walk the dogs around our neighborhood and have been increasing time and started throwing in some short bursts of jogging. When it is to yucky outside then I will walk on the treadmill. I wear a heart rate monitor to get the calorie burn. My question is why for the same amount of time is the oustside walk such a higher burn then the treadmill?

Walking outside usually includes walking up hills from time to time, whereas on the treadmill, it is flat, unless you increase the incline. Also, many people hold on to the handrails when they walk on the treadmill, which lightens the weight you are carrying, which decreases your effort.
If you increase the incline, and don't touch the handrails, it shouldn't be that much of a difference.0
