Good weight, yet i have an overhang

First off, i apologise if this is the wrong sub forum, i'm new to all this 
So, past 2 - 3 years, i've lost 5 stone overall, i'm now 10 stone 2, which is good for my weight. Even after losing all that age, i still have an 'overhang', which is extremely infuriating. Should i continue losing weight or would training my abs get rid of the overhang and tighten my stomach?

I would do weights and realize that you need to be patient. If you believe that it is fat instead of loose skin..well, patience is a virtue.0
