Establishing a goal weight?

How does everyone do it? Is there a best way to figure it out?

I am 5'2" female, 27. When I plug my weight online I've gotten a huge disparity in ranges of what I should be. I have been below 110 and immedietly dropped to a 2 in sizes ( do not want this again). So my goal is 125, last time I believe I was solid size 4.

I am CW: 135 and size 6 (US)
GW: 125 and size 4 (US) I think????????????
