Can I lose weight by only strength training?

I am 5'8 and 158 lbs. I just seem to keep gaining weight but my goal is to slim down my thighs then tone everything else. I started going to the gym and doing the weight machines. Will I bulk up my thighs or trim them doing this?

its really hard for a female to "bulk". The hormone levels just don't support it for the casual lifter.
That said, yes, you can lose weight without ever doing cardio. You can lose weight just sitting on the couch for that matter. Think of it this way - your diet determine if you lose fat. Your exercise determine how much muscle you retain during the process.0
