hauling water?

ok i did it signed up for a half marathon. I am a new runner and have been working on increasing milage. in the weeks ahead i see longer and longer runs on my training schedule. My question is hydration and night time visibility. I live in a cold climate where there are no outdoor public water fountains to run past and i think carrying a water bottle would be a bad idea becase of potentially having to catch myself from a fall on icy ground.
I have been looking at both belts to cary water and hivis vests to be visible to traffic. Are there any solutions for doing both?

I have finished marathons and halves. People have suggested dropping water along your route but I preferred a Camel-Bak. They are FANTASTIC! I got one from amazon for about $30. It held about 1/2 gallon of fluid and had pockets for things like keys, cash, ID, etc. It's awkward the first few runs but after 3 days, I didn't even notice it. Good Luck!0
