I have been debating whether to join oa or not?
Some days I feel like a complete failure. I feel down, so I down a slab of chocolate and then some.
Some days, like today, I eat well, exercise and feel so good about myself.
so the question is CAN I DO THIS? Or do I have to surrender my self to a higher power?

You might be able to do it on your own, but not simply through "willpower". You have to change the way you think about food, find alternative stress relief, rewards etc. to replace what food is doing for you. It's a total lifestyle and mindset re-do in relation to the role food plays in your life.
If you are ready and willing to do the work, there are lots of websites and books that will walk you through it. If you join the binge-eating group here on MFP, there is a list of resources and books you can take a look at.
As for OA, it can't hurt, and it's free. Go to a few meetings and see what you think. You may not be ready to buy into the whole process, but just the group support of others in a similar situation can be very helpful, and most likely some of their approaches will be useful to you.
Best of luck0
