How to get this shape?

I've been googling fitness models and keep noticing the shape of some of their hips (as circled). My question is: are there any exercises that can be done to specifically target that area, or is it just something that comes with low body fat?

    I wouldn't be surprised if she's had "work done" (lipo, silicone, etc).

    But yes, low body fat, but also heavy strength training too (full-body).
