Do you burn more fat through exercise than just dieting?

Hi, I have heard it said before that you burn more fat per calorie through exercising than just dieting alone.
In other words, if I have a daily calorie deficit of say 500 calories made up entirely of diet (no exercise), or on the other hand I have a daily calorie deficit of 500 calories made up purely of exercise, which one burns the most fat per calorie or is it the same?
By the way I am not taking EPOC into account I am just curious.
