weight gain + tone

Hello, I'm new to this site. My name is Pip and I currently weigh 48kg and I am 168cm tall.
I recently (last 6-8 months) lost alot of weight due to stress. I've since put on a couple of kg but I am stuck at 48-49kg. I want to gain a few more and also tone my body so I'm not so droopy from losing weight.
Should I wait till I am bigger before I start exercising or do both at once?
I don't eat gluten and try not to eat too much milk as both of these bloat me to high heaven and give me aches.
I juice regularly and eat alot of veg and meat.
If anyone could give me some hints and advice I would be very grateful.

    I would say that you can probably continue to gain weight and work out so that you can build your muscle tone. I would focus on weight lifting and avoid cardio if you don't want to be burning extra calories. You will already be burning some from working your muscles so make sure you are eating plenty.
