Is it possible to lose fat, but gain muscle just from eating right? I've lost 2 inches, but have maintained my weight without much exercise.

Well, no. You cannot gain muscle while eating at a deficit. In order to gain muscle you would need resistance training with a calorie surplus. Simply eating right will help you to lose weight, but will not do a thing for the muscle.
