If a picture is in someone's PRIVATE profile pics, not as their main PUBLIC profile pic, I don't see where it's anyone's business.

I'm having trouble comprehending how a fully clothed picture is in violation of TOS... as I know several that have had those types of pics deleted and subsequently subjected to a photo ban.

While this is true, a lot of the time it's happening to people who aren't even pushing the envelope. The pics aren't public. There are "serial reporters" here who don't like to see others get accolades for the hard work and results that they themselves are not getting.
