Skinny with fat? Want to tone... help!

I am a petite girl around 5ft1 and I have always been thin - I currently weight around 7 stone 11. I go to the gym about 4 times a week, I eat reasonably well (however do have the odd cheat day) once every 10days. I cant seem to shift the fat of my abs! I do cardio training and weight training. I do lots of ab exercises which include weights but it doesn't seem to budge.
I was wondering if anyone has any advice for how to help me? I'm wondering if i am possibly not eating enough, or not doing the right types of exercises?

To show the abs that you have developed with exercise you will need to lose that last bit of fat, which equals a calorie deficit.0 -
Change your diet. I also take L-carnitine which helps your body burn fat more efficiently.0

Very small calorie deficit. Protein = 1 gram per pound of lean body mass. Progressive weight lifting training.0
