Diet. Unless you're "skinny-fat" then you need to lift heavy objects off the floor.

Obviously diet is probably the most important. Reducing calories makes you lose weight, including belly fat. But exercise can be a great 1-2 punch on top of it to add toning.
Part of it is genetics too, I think. Some people tend to have more stubborn belly fat than others.0 -
