Not losing weight. so frustrated!!!!!

Why am i not losing weight? I am so frustrated. I am 5'5, 115 lbs and i want to lose 10 lb. Yeah yeah, you may think that is too skinny but it is not. I eat 1300-1800 calories(my TDEE is 1850) and I do cardio 3x a week for an hour. I used to do weight lifting but it made me gain weight and made me gain inches on my waist and hips. I have tried everything from zigzaging calories to changing up my excercise but it is not working.
I measure everything so I am not underestimating anything. I also eat healthy but have 1 cheat meal during the week but its still within my calorie requirements.
Am i just weird?

Unfortunately the smaller amount you need to lose the harder it is to lose it How long have you been at it? Since a lb of fat is 3500 calories your deficit might only be giving you .25-1lb loss a week. Unfortunately that is just the speed you have to deal with when you are that close.0

At your height, being 105 would give you a 17.5 BMI which is too thin.
Can you explain what areas of your weight or figure you are unhappy with?0 -
It could be you consider yourself "skinny fat"
If that is the case, you need to eat your TDEE and focus on strength training to tone up.0
