My goal is to reduce BF% and increase lean muscle. I train 5-6 times a week and eat well but I started getting concerned about the fact I was gaining/maintaining weight - in my mind this meant, despite all my efforts, nothing was working to shift subborn fat.

This small article helped put my mind at ease http://fitinafatworld.com/tag/body-fat-percentage-scale/

BF% is a better indicator of the right path if you are concern more with what you look like instead of what the scale says.

But that being said if your BF% is going down so should your weight.

If you are trying to lose fat you have to eat at a deficet...and to gain Lean Muscle (unless noob gains which are very small) you have to eat at a surplus.

If you are in fact gaining /maintaining and want to lose fat you need to create a deficet..without that fat wont go either. Maintaining muscle means you are getting enough protien and doing some for of resistence training.

I find this interesting, because I was under the impression that it was possible to do a SLOW recomp at maintenance levels- slowly replacing body fat with muscle. Is that incorrect? Because if so I need to rethink my long-run goals...
