Nothing working for weight loss?

I can't lose weight and I have tried everything. I only want to lose 5 kilos, I weigh 60kilos and I'm 165cm tall.
I eat very healthy - salad and fruit and protein.
I currently am eating roughly 1000 calories. Everyone tells me I need to eat more but I have tried this.
I have eaten 1500 calories before, I've eaten 1200 calories before, and it made me put on weight so I started eating even less.
I have been eating roughly 1200 calories for the past year.
I also exercise 3-5 times a week doing weights and cardio - weights around 2-3 times a week and cardio 4-5 days a week.
I work on my feet for 30 hours a week too.
What do I do! Do I eat even less??

    Do you weigh everything you eat to make sure you're only eating as many calories as you think? Underestimating is very easy to do...
