waist measurement when you have lost a lot

Hi! I'm 44, have had 3 kids in the last 8 years and relatively recently lost 95 lbs (before gaining some back) so I have lose skin (but not nearly as bad as I was afraid it might be). My question is, when measuring your waist in this kind of a situation, how tight do you pull the tape? Is the measurement as tight as you can get it without it hurting--like how you could wear a belt without feeling like it was cutting into you? Or is it looser? There is a 2 inch discrepancy between ways I can measure--3 if I suck it in. The purpose of the measurement would be to track inches lost.

I don't pull the tape tight nor do I "suck it in"
I just put the tape around me comfortably and that is my measurment...0 -
I stand with good posture and pull the tape so that's resting against my skin, but I don't pull it so tight that it's cutting into me or distorting my natural shape in any way.0

The thing is that if I do it that way I haven't lost any inches, but the amount I can pull it tight has gone down. (I'm doing 30 Day Shred)0
