SMART goals

I want to set a SMART (Specific, Measurable, Attainable, Realistic, Timely) goal. I am happy with how I look, but would like to be stronger with more defined muscle. What would be the best thing to track and measure? What would be a realistic goal based on that measurement? (I'm 5'7" female weighing in at 130#) What rewards do you use (not food!) when you attain a goal?
