Another BMR question ;)

So I think I crashed my metabolism causing me to hold onto fat/gain weight. My BMR is 1560.

I was eating 1200 or LESS than per day and virtually no starchy carbs (stupid south beach!) The first time I tried it, yay 10 lb loss! Then it came back. And more. And more....

So after a LOT of reading and dizzy/low energy levels for 2 months........

Is this correct? If I eat a little above my BMR...... Say 1600 or 1700 calories. Sedentary. BURN 500 calories with exercise. Making my total calorie intake 1100 - too low for long term, sustainable weight loss (it'll all come back).

EAT BACK those 500 calories so I am still at my BMR for the day, and my metabolism stays high.

Sure I'll lose weight slower, but I will be building muscle and building my metabolism through exercise with will help keep the weight off in the long run.

If I don't see results, or plateau, then I re-check BMR and adjust food/exercise. Also.....will it take a while to see changes? I should look more at body measurements and energy levels rather than scale right? I think my metabolism is like ...*ahhhh* haha

AM I finally on the right page????? Please for the love of god help me out here. haha Thanks!
