Weight Training Question

I am currently weight training three days a week, and have been doing so for roughly three months. At this point, I am seeing extremely good results, but they seem to be confined to my arms. I know I am building muscle in my legs and core as well, but I am not actually seeing the same results in those areas yet. I can feel that my leg muscles are more firm but I feel like they still look somewhat flabby. Same with my stomach. Is it because there is more fat there that I need to shed before I will get visible results? Here is my information, any feedback would be greatly appreciated.
I am 25, 5'6'', and weigh around 124 lbs.
My routine consists of 3 days weight training per week: 1 day arms & abs, 1 day chest and back, and 1 day legs and shoulders. I do three sets of 10 with weight heavy enough that I struggle to compete the last 3 reps. I also do 1 hour of cardio in the form of a cycling class per week.

It's really really hard to put on muscle if you're not eating at a caloric surplus. Sometimes beginners can get away with building muscle while burning fat, but it's usually beginners who are also overweight.0

I am guessing that you are not doing enough work for legs. Frankly, a split like that for a beginner is not as helpful as full body 3 times per week. I would suggest switching the Stronglifts 5x5 and do that for 6 months or so to build a solid base.0
