Getting nice arms by July 1

I am getting married early July, and would love to have nice toned arms- is it too late to start?
My stats- 5'5 between 152-156. I take spinning for 45 min 3 days a week and 60 min on Saturday. I am trying to also lose a little weight- and would like to get down to 145.
I do eat fairly healthy- but I have a sweet tooth and I enjoy grabbing drinks with friends once or twice a week. Cooking can be a problem, as my fiance has a goal to GAIN weight (he is 6'1, a runner/cyclist, and weighs 145) . My current calorie goal, (after adding back in for exercise) is 1400. I have been at it for almost 2 months and haven't seen the scale move much

It's never too late to start. You may have to take the reins on this and start cooking yourself or getting your fiance to cook something that fits your caloric needs.
Remember to exercise all the muscles in your body - not just one area. Sometimes the scale doesn't move, especially if you are weight lifting.. Have you been taking measurements? Photos?0
