Less calories but higher number on the scale?

I recently hit a plateau in the last month and a half and with research, it said that you I should have lowered my calorie intake to see the weightloss happening again. I have started that, along with a combo of weight training and cardio, but the number is either not budging or just now I looked, it has gone up 4 pounds. I'm so confused on what to do. I just want to break the 180's....
