The time you workout has no bearing on what weight you will lose. So the time that is suitable for you

Whatever time is best for you and works in your schedule. There is no magic time of day for fat loss

Time of day doesn't matter, the main thing is fitting it into your lifestyle in a sustainable way. Personally I prefer evening during the week and morning at weekends.

As far as training fasted is concerned, it really depends what you're doing. If I'm doing a long session 1.5 to 2 hrs then I couldn't do it on an empty stomach, if I'm doing up to 45 minutes I probably could but as there is no physiological reason to do so I'll generally have something as it helps improve the quality of the session.

I'll generally leave myself half an hour to forty-five minutes after a 400 cal breakfast; porridge, nuts and fruit or toast and banana. The main reason for that is avoiding cramping.

I agree with all the previous posters. It doesn't matter when you workout. I workout in the mornings or afternoon because I tend to get lazy at night and if I wait too long I just wont do it. lol
As for eating before working out, I think that should depend on what you are doing. If I do a really intense workout, its better if I eat at least something small before.
