BMR question

So, FitBit calculated my BMR at 1,145 calories/day*. I'm 4'11", desk job, very sedentary. I'm thinking it's right... But MFP says I have to eat at least 1200 calories/day. No wonder it's taken a month to lose 1 pound!!! My question is: since my BMR is so low, can I go under that stupid 1200 rule??? How did 1200 become the magic number anyway?
