So, I'm almost 5'3", at about 145 lbs. I recently purchased a FitBit to help with this calorie counting thing, but I've found its "meal plan" option kind of confusing. I've calculated my TDEE-20% at sedentary level to be about 1650 (even though I workout a few times a week). According to my FitBit, today I've burned 1,655 calories and eaten 1,015, but according to its meal plan feature, I can only eat 216 more calories. Whyyyyy is it trying to starve me?

Sounds like you have an extra deficit added. I'd ask at the fitbit forum.
I set my fitbit to a static goal ( TDEE -%, or your MFP goal) on the fitbit page and then any extra calorie burn gets transferred to MFP.
