Does neck skin tighten?

Hi Everyone,
I personally have been wondering this for a while and now that I am back on track with diet and a gym schedule I really need to know that there is some light at the end of the tunnel....
I'm talking about neck fat.
I have a double chin that makes me look like I have no chin at all. I also have a mass of skin and fat (?) on my neck closer to my collar bone on top of my thyroid. I do not have a condition just a mass of skin.
Can this ever tighten??

Mine did. I was 32.
Edit to add: It didn't happen overnight, though. After I stopped losing weight, it kept tightening for maybe 3 more months.0 -
I used to have a double chin, and after all the weight loss I've had, its gone away and now I have definition where my jaw ends and my neck begins, it just takes time but you won't be doomed to have a saggy neck, just make sure to drink lotttts of water to keep your skin hydrated and more elastic0
