    Of course you can.

    A flat tummy is an issue of body fat, not of muscle. Lose enough body fat and you'll eventually have a flat stomach, regardless.

    Lifting might just make the flat tummy look better, if the ab/lean look is what you find attractive.

    You just need to eat in a caloric deficit for long enough to get a flat tummy. Deficit doesn't need to be huge either. Especially in the beginning. Hopefully you don't reach a plateau. If so, you have to do something to create a deficit again. Either get more active or cut out more food. At some point you can't continue to cut calories and get the results without being miserable. This is why most people work out so they can actually eat more food but still create a deficit. Plus, there are so many benefits to working out or training. Good luck.

    You can, but you probably won't like the way you look.

    You'll have no muscle and people will say, "you look sick," "EAT SOMETHING," "are you on the crack diet?" (all things I was told. I still thought I looked okay, and had a laugh about it.)
