Eating at a Deficit

im already at a relatively low weight but still have visible body fat on my arms and stomach (if i flex you can see muscles. yay). ive read that in order to shed this fat i need to eat at a deficit and lift. im doing both (lifting heavy, watching my cals)..but just to be clear, does this mean i need to see the scale go down even more?


im 5'7 120 lbs. any advice/guidance is appreciated.
