Please help! 5'5 plateauing at 130 lbs!!!

I am a 5'5 female with a small frame so I am aiming to be around 115 - 120 lbs. But I have been stuck at 130 lbs for the past month!! I started my weigh loss process and lost the first 5 lbs very quickly (I am assuming this is water weight).
I don't use MFP to track my calories b/c I have been having problems with my phone, so i have switched to another app. But I typically eat around 1200 - 1400 calories. Someone recommended I fluctuate my calories but it doesn't seem to be working...
I know that running helps, but I have joint problems so the doctor recommend I use a stationary bike instead which I do. I typically ride it for 45 minutes a day plus another 15 minutes of walking the dog.
I don't know if this helps but here are my stats:
Waist: 27
Hip: 36
To sum it up, I am "skinny fat" and like most women I want to slim down my thighs! But first I want to get over this plateau

MFP is a wonderful tool. I hope you can use it to the fullest. MFP calorie counting tool has been my way to reduce body weight.

My advice to you is to lift weights. Try to find a personal trainer who can guide you with the right technique. Body weight is just one metric.
I am smaller than you are, with a BMI of 24.5. I weight lift and I am satisfied with the way I look. I hope MFP plus weightlifting helps you with your plateau.
